Two small blasts hit outside the British consulate in New York on Thursday, causing no casualties, police said. The explosions, which occurred about 3:50 am (0750 GMT), were caused by improvised explosive devices. Two crude yet powerful explosive devices went off outside an office building on Third Avenue in Manhattan early yesterday, injuring no one but damaging a planter, shattering glass windows and prompting a large force of police officers to halt traffic on several blocks.
