It should be the final option, the very last option... to loose the dogs of war... not to be left to the whims or expediencies of fools...

You honor my moment of clarity, thank you. It is inspired by my favorite Poet, Kahlil Gibran ( http://leb.net/gibran/ )from a passage in one of his books, The Prophet... in the chapter on children.
