Perhaps the reason the Pope avoided using the word State but rather calling for both to have a home land was not
in deference to Netanyahu's refusal to speak of the Palestinians having a State, but because of Israel's demand for a Jewish State, which would set up two classes of citizenship in Israel...I imagine the Pope wouldn't wish to open that can of worms...
