EAST ST. LOUIS, Ill. - The police chief and the director of regulatory affairs were among four people arrested Friday as part of a federal corruption investigation into the government of this impoverished Mississippi River city.

Indictments against the regulatory affairs director, Kelvin Ellis, and Police Chief Ronald Matthews were unrelated, but both men were arrested within hours of each other, and the arrests were announced during a news conference involving officials from several federal agencies.

Ellis, 55, was accused of seeking to have a federal witness killed. According to the indictment, when Ellis learned that a woman had helped federal authorities investigating alleged election fraud, Ellis first tried to have crack cocaine planted on her, then tried to have the woman killed. He was also charged with tax evasion.

"The citizens of East St. Louis are entitled to public officials who respect and uphold the rule of law," U.S. Attorney Ronald Tenpas said.

The arrests followed investigations aimed at rooting out corruption in East St. Louis and elsewhere on the Illinois side of the St. Louis area.

"Time will tell if this is a widespread problem," Tenpas said.

Meanwhile, Matthews, 55, his secretary Janerra Carson-Slaughter, 28, and businessman Ayoub Qattoum, 40, of Belleville, Ill., were accused of obstructing justice. Additional counts charged Qattoum with being a felon in possession of a firearm.

Police allegedly confiscated the gun but gave it back to him in violation of the law. All three were indicted for hindering an investigation into the incident.

There were no phone listings for any of the four people arrested. An official with the U.S. District Court in East St. Louis said she was unsure of the names of their attorneys.

Mayor Carl Officer did not return a phone call seeking comment but told KSDK-TV he was "embarrassed for the citizens."

"I'm hurt for some of the families of the individuals," Officer said. "I'm a little perplexed that some of these men and women I've known for most of my life would put themselves in this type of situation."

African-American voter support for Bush is growing. The Secretary of State of Ohio, Ken Blackwell, is a Republican and a Bush supporter. So are the two highest elected African American officials in the country, the Lt. Governor of Ohio and the Lt. Governor of Maryland--both are Republicans backing Bush. Mayor Officer in East St. Louis worked for Senator Alan Dixon (D-Illinois) who was often a hero to conservatives because he had the courage to vote to confirm Justice Clarence Thomas even though it probably helped to cost him his Senate seat when he lost the primary to Carol Mosley Braun. Many African-Americans who love the Lord and embrace His teaching agree with voters of many races that President Bush will do a better job of protecting all American families. God Bless Mayor Officer of East St. Louis, Illinois for his courage.

I'm glad to hear these stories. The republican's beliefs are much more in line with the african american community. I never understood why they voted for democrats when they were only used as puppets come election time.

Does anybody know anything about this area? What is the link or relationship, if any, between Ellis, Officer and Matthews? Are they allies, enemies?

East St. Louis is an area most people try to stay out of, so I've heard. I need to know the name of the woman who helped the Feds. When I hear the word "Feds," I get very suspicious.

EAST ST. LOUIS - Carl Officer, the four-term mayor of East St. Louis, Illinois, announced before local supporters today that he has accepted the position as head of the Illinois Steering Committee of "Democrats for Bush," founded earlier this year by Democratic Senator Zell Miller of Georgia.

A life-long Democrat, Officer is a third generation African-American entrepreneur with a family funeral home business and mayor of one of the poorest cities in Illinois and, for that matter, America.

Officer was once a top aide to Secretary of State Alan Dixon, a Democrat who later served as a U.S. Senator from Illinois before being defeated in a 1992 primary by Carol Moseley-Braun.

Officer was welcomed into the organization by a personal congratulatory phone call from Brian Lunde, National Executive Director of "Democrats for Bush."

"I watched the debates intently, especially to try to measure the strength of each man and compare how each would face the awesome responsibility of America's safety -- a President's #1 priority," said Officer. "As a relatively new father, I indulged my three-year old daughter and let her stay up with me as I watched. When it was over, and I looked into her eyes, I knew I had to go with the proven product, and I believe on the issue of protecting Americans first, nearly everyone agrees George Bush is the leader by far."

Officer's endorsement comes on the heels of national reports that Bush's support among African-Americans may double in number from his vote totals among this demographic in 2000.

In breaking with his party on the Presidential race, Officer, an ordained minister, cited serious differences he has with the Democratic leadership on issues like gay marriage and abortion.

East St. Louis is a majority African-American city of approximately 31,000 residents located in St. Clair County in what is commonly referred to as the "Metro East" region of Illinois.

I presume these Bush supporters are deeply religious and were "turned" by convincing lies directed at their most obvious weakness or fear, and no one was around to explain the other side.

Fumigated, yes, but those posts do show what is going on. And in this very serious case, they ought to be used as evidence.
