Senators Kerry, Boxer, Clinton along with Rep. Stephanie Tubbs held a news conference to unveil a comprehensive election reform proposal.

1. Make Election Day a federal holiday.
2. Create uniform rules for handling of provisional ballots.
3. Require early voting opportunities, along with no-questions asked absentee balloting.
4. Boost training for poll workers.
5. Criminalize voter intimidation tactics.
6. Restore voting rights for former felons.
7. Require paper receipts for electronic voting machines.
8. Provide the federal funds to make sure this reform isn't shoddily implemented.
