Politics makes strange bedfellows.

The Saudis are scared to death of a "Shia Crescent" running from Iran through Iraq, Syria, and ending in Lebanon. It is entirely possible that the Sunni Saudis and Jordanians might try to cut a deal with the Israelis who would, in turn, pull in the Lebanese and Syrians. This would effectively block Iranian expansion ideas and preserve Saudi dominance in the region.

And the concept of, Balance of Power" makes for toxic foreign relations...When the purpose is Balance of Power and the Strategy is Carrots and Sticks, the prefered Tactics are pre-emptive aggression...

That's why they call it "Balance of Power" and not "Balance of Diplomacy"
