The head of the nation's nuclear weapons programs proposed yesterday that Congress approve funds to study the feasibility of building a new, more reliable nuclear warhead that could be deployed without nuclear testing in less than 10 years.

Saying that the current Cold War stockpile is inadequate technically and militarily, Linton F. Brooks, administrator of the National Nuclear Security Administration, told the Senate Armed Services subcommittee on strategic forces, "We want to explore whether there is a better way to sustain existing military capabilities in our stockpile absent nuclear testing."

[He] he insisted that the yields of most of the nuclear warheads in the current stockpiles, built to attack Soviet hard targets, "are probably too high." Because their casings were not designed to penetrate earth, "we have no capability against hardened, deeply buried targets." He also described the current stockpile as "unsuited for some specialized missions" caused by post-Cold War situations.

Congress Weighs Money for Missile Defense

At a time of budget deficit pressures, Congress is weighing how much to invest in a fledgling but expensive ballistic missile defense system that has suffered setbacks and whose ultimate cost right now is a big question mark.

The system is the most costly defense research and development program under way. President Bush wants lawmakers to approve $9 billion for the system in the 2006 budget year -- $1 billion less than the administration previously planned.

Lawmakers of both parties are nervous about whether the nation is adequately protected against nuclear attack. But many also are concerned about the costs.

Panel chiefs agree on first responder formula fix

The top leaders of the Senate Homeland Security and Governmental Affairs Committee have moved closer to a House proposal and the Bush administration's position on distributing funding to first responders.

The committee had planned to mark up the "compromise" version Thursday but is postponing the meeting until next week for the funeral of Pope John Paul II.

Senate Homeland Security and Governmental Affairs Chairwoman Susan Collins, R-Maine, and ranking member Joseph Lieberman, D-Conn., have proposed a "sliding scale" guarantee for every state, with 0.55 percent of the amount allocated guaranteed and up to 3 percent for larger states based on population factors.

Report outlines options for improving DHS security structure

As lawmakers and the Bush administration begin to review policy changes at the fledgling Homeland Security Department, the Congressional Research Service is offering a playbook of options for drafting an authorization and spending bill.

House Homeland Security Chairman Christopher Cox, R-Calif., plans to write the department's first authorization bill since its inception two years ago. Cox is aiming to persuade Senate Homeland Security and Governmental Affairs Chairwoman Susan Collins, R-Maine, to do the same, but Collins has said she would wait until next year to draft a bill. Homeland Security Secretary Michael Chertoff also is conducting a review of possible structural changes.

The CRS report released late last week focuses on expanding tech programs at the department and adding new layers to other vulnerable areas. The report suggested lawmakers accelerate the implementation of the Transportation Workers' Identification Credential card, which aims to control access to vulnerable areas at airports, seaports and other transit areas by applying a single standard for credentials to an estimated 5 million transportation workers.

Senate war supplemental trims Bush plan, adds foreign aid

Senate Appropriations Chairman Thad Cochran, R-Miss., unveiled a draft $80.4 billion fiscal 2005 emergency supplemental for Iraq and Afghanistan Wednesday that slices $1.6 billion off President Bush's initial request, while including foreign aid money the House eliminated and funding for the Capitol Police and federal judiciary.

It would cut deeply into Bush priorities, such as a $250 million request for the new office of the director of national intelligence, while adding unrelated items such as funds for flood relief in Hawaii and Utah, and $276 million for Immigration and Customs Enforcement to buy equipment and hire and train more investigators and detention officers.

It contains no immigration policy-related riders, although a lively debate is expected on the floor in response to the House's addition of border security legislation.

Bush does end run around Congress, installs base closure panel

The White House has installed the Base Realignment and Closure Commission by recess appointment after Sen. Trent Lott, R-Miss., blocked their nominations from being voted on by the Senate.

On Friday, President Bush announced that former Veterans Affairs Secretary Anthony Principi had been appointed to head BRAC, and that the panel's eight other nominees had been put in place as well.

Presidents can make recess appointments for jobs that normally require Senate confirmation when lawmakers are not in session. The appointments have been used in recent years to avoid contentious nomination battles.

Sources say senator is blocking base closure nominations

In a last-ditch effort to stymie the Pentagon's 2005 Base Closure and Realignment Commission process, congressional sources say Sen. Trent Lott, R-Miss., has placed a hold on the president's nomination of former Veterans Affairs Secretary Anthony Principi to head the panel.

Lott's spokesman could not be reached for comment, but congressional aides said that in addition to holding up Principi's nomination, Lott also intends to place holds on each of the remaining eight BRAC Commission nominees, who have yet to appear before the Armed Services Committee for their confirmation hearings.

According to Senate aides, the committee moved Principi's nomination to the Senate floor March 17 following his March 15 confirmation hearing.

WITH MEDICAID and food stamps on the chopping block, the House of Representatives is about to vote for a $290 billion tax break for the richest sliver of Americans. The subject is, once again, the estate tax. Under the convoluted, dishonest plan Congress approved in 2001, the estate tax was to be gradually reduced and eliminated by 2010, only to spring back the following year to its 2001 level: a tax of 55 percent on estates of $1 million or more. Tomorrow the House is set to vote to keep full repeal in place after 2010.
