Candidates in Afghanistan Begin Registration for September Elections

Three-week registration period is first step for candidates planning
to compete in September elections

A candidate for parliamentary elections fills in the application form
as another waits for his turn in KabulCandidates for Afghanistan's
local councils and national parliament have begun registering for the
races.

The three-week registration period is the first step for candidates
planning to compete in September's elections.

U.N. election coordinators say nearly 10,000 candidates and more than
60 political parties are expected to participate.

Richard Atwood chairs the joint U.N.-Afghan election committee.

"We're pleased that the first morning of candidate nomination has run
relatively smoothly in all 34 provinces," Mr. Atwood said.

According to the registration rules, candidates have to be Afghan
citizens and provide signatures from at least 300 voters supporting
their application.

People running for the national parliament also have to provide
statements promising they have no links to any illegal militias.

Mr. Atwood says a number of women have already registered for the
parliamentary elections. Of the 249 seats he says, 68 have been
officially set aside for female candidates.

The elections are widely regarded as a key step towards full democracy
for Afghanistan. Since the fall of the Taliban government in 2001, a
new constitution has been adopted, followed by first ever-presidential
elections last October.

Security is a key concern as the election season gets under way.

The voting was originally scheduled for last October during the
presidential election, but poor organization and threats from Taliban
and Al-Qaida linked rebel groups forced an 11-month delay.

Lieutenant General David Barno, commander of the U.S.-led coalition in
Afghanistan, says the insurgent forces are weaker now than they were
then, but the threat remains.

"I expect the enemies are looking to stage some type of high
visibility attack - some spectacular media event here in the next six
to nine months and, as I would put it, 'get them back on the
scoreboard'," said General Barno.

U.S. and NATO military forces in the country are expected to increase
their troop strength leading up to September's elections, to help
guard against attacks.

Afghan university students march in KabulSeveral hundred Afghan
students demonstrated in Kabul Thursday, denouncing the United States
over a report that interrogators at the U.S. prison in Guantanamo Bay,

Students chanted "death to America" as they marched from the Kabul
University toward the city center. Scores of police looked on but did
not intervene.

Wednesday, a similar demonstration in the eastern city of Jalalabad
turned violent, when angry mobs attacked government offices and
foreign and U.N missions. At least five people were killed when police
opened fire to control the rioting.

The United States has condemned the alleged desecration of the Muslim
holy book, which was reported by Newsweek magazine. The U.S. military
says it is investigating the matter.

country, raising the total number killed in Afghanistan in the past
several days to at least 10.

reported that interrogators at the American detention facility in
Guantanamo Bay, Cuba had allegedly desecrated the Koran to rattle
detainees.

Pakistan's foreign minister Khursheed Kasuri called for the punishment
of those responsible if the allegations are proven true.

Senior U.S. officials investigating the allegations say they have
found no evidence to confirm that the incident took place. The U.S.
Secretary of State Condoleezza Rice has vowed to take action if the
allegations are found to be true.

Department says an inquiry has so far not confirmed an incident
reported by Newsweek magazine, in which an interrogator at the
Guantanamo detention facility allegedly put a Koran into a toilet in
order to upset some prisoners. The department also says
demonstrations in Afghanistan Wednesday and Thursday that left eight
people dead and have been widely attributed to anger over the alleged
incident, were in fact not related to it.

Richard Myers, says the general in charge of all U.S. military
operations in that part of the world went to Guantanamo himself two
days ago to supervise the investigation into the alleged incident.
General Myers reports the investigators began by looking through the
interrogation logs for the period in question, in 2002, and could not
find any incident listed that would confirm the Newsweek report.

"They have looked through the logs, the interrogation logs, and they
can not confirm yet that there was ever the case of the toilet, except
for one case, a log entry which they still have to confirm, where a
detainee was reported by a guard to be ripping pages out of a Koran
and putting them in the toilet to stop it up as a protest, but not
where the U.S. did it," he explained.

Officials say the review of the logs is not the end of the
investigation, but they could not say what the next steps might be.
They note that all of the soldiers who were working at the detention
center more than two years ago would have moved on to other
assignments. That period was shortly after the facility was opened to
house enemy combatants who were taken into custody in Afghanistan.
About 200 of the original detainees have been released or transferred
to their home countries, including the one whose lawyer made the
allegation about the abuse of the Koran.

General Myers also told reporters at the Pentagon Thursday that the
U.S. commander in Afghanistan, General Carl Eichenberry, disagrees
with the reports that protests in the city of Jalalabad were caused by
anger over the alleged Koran incident.

"It is the judgment of our commander in Afghanistan, General
Eichenberry, that in fact the violence that we saw in Jalalabad was
not necessarily the result of the allegations about disrespect for the
Koran, but more tied up in the political process and the
reconciliation process that President Karzai and his cabinet are
conducting in Afghanistan. He thought it was not at all tied to the
article in the magazine," he explained.

U.S. officials have emphasized in recent days that the religious
practices of the mostly Muslim detainees at Guantanamo are respected,
and that they are provided with copies of the Koran, the opportunity
to pray and other things needed for their religious observance,
including appropriate food. Officials say the guards at the prison
receive special training to sensitize them to Islamic religious
issues.

Condoleeza RiceAlso on Thursday, Secretary of State Condoleeza Rice
called any disrespect for the Koran abhorrent, and said it will never
be tolerated by the United States. She promised that the military
will fully investigate the allegation, and that if it is true
appropriate action will be taken.
