President Bush nominated conservative Representative Christopher Cox as chairman of the Securities and Exchange Commission yesterday, prompting speculation that the agency could take a more pro-business approach. Business organizations praised Bush's selection of the California Republican and said they expected that he would focus more on regulatory reform rather than on the enforcement and stiffer rules that characterized the turbulent reign of departing chairman William Donaldson. The U.S. military yesterday detailed five instances of confirmed mistreatment of the Quran by U.S. personnel at the war-on-terror prison in Cuba, including a fifth somewhat ambiguous case where a two-word obscenity was scribbled in English into the front of a detainee's Quran. Two people were disciplined but the other confirmed cases were closed without disciplinary action. The prison commander, Brig. Gen. Jay Hood, launched the investigation after Newsweek reported in the May 9 issue - then retracted - an allegation that a Quran had been flushed down a toilet.

Mourners laid flowers and lit candles Saturday at an apartment complex in southern Austria where police found the bodies of four slain infants - two stuffed in a basement freezer and two sealed in concrete-filled buckets. Authorities questioned the babies' 32-year-old mother in hopes of piecing together the chain of events that led to the deaths. Police investigated whether the woman and her longtime male companion had recently lived anywhere else besides the building on the outskirts of Graz, 120 miles south of Vienna. The woman, whose name was not released under Austrian privacy laws, has confessed to killing the children out of despair for her financial troubles and fears of driving away her longtime partner, investigators told the Austria Press Agency. Although officials initially considered the possibility that the infants may have been stillborn, evidence at the scene also pointed to slayings, police said in a statement. Police have said they believed the bodies may have been placed in the freezer as long as three years ago. She had lived in the building with her partner for the past eight years, authorities said.

US Military Provides Details of Koran Mishandling at Guantanamo Voice of America
The US military has provided details of five incidents in which it says soldiers or interrogators at the Guantanamo Bay detention center mishandled copies of the Koran, but the military says its investigation confirmed that no Koran was ever flushed in a toilet, as a now withdrawn magazine report claimed last month. The U.S. Southern Command, which supervises the Guantanamo facility, said Friday that in specific incidents prisoners' Korans were kicked, stepped on, and drenched with water. In one incident, the report says a ventilation system carried a soldier's urine into a prisoner's cell, which got on the prisoner and his Koran. The report says that incident was accidental, but the soldier was removed from his post. It says the prisoner was given a new Koran and a new set of clothes. All of the incidents happened in mid-2003 or earlier, except the accidental urine incident. The investigation also uncovered several other incidents of complaints by prisoners about handling of the Koran, but concluded that the incidents were either minor or could not be confirmed.

The European commissioner for economic affairs, Spain's Joaquín Almunia, on Friday brushed aside doomsday scenarios that the rejection by French and Dutch voters of the European Constitution could herald the demise of the euro, as an Italian minister suggested Italy should abandon the single currency. "The euro forms part of our landscape," Almunia said in an interview with Spanish radio station Cadena Ser. "I believe that no one is going to be able to wipe out an achievement that cost us so much to obtain and which is affording us many advantages." In an interview published Friday in Italian daily La Repubblica, Italian Welfare Minister Roberto Maroni said he was in favor of Italy dropping the euro and reintroducing the lira. The euro dipped against the dollar following his comments to 1.2220, but later recovered some ground to stand just above eight-month lows against the US currency in the wake of the "No" votes in France and Holland. Referring to the recent depreciation of the single European currency, Almunia said: "The euro is a currency with a great deal of respect in the international markets; it is a currency that up until only a few days ago had raised complaints that it was far too strong with respect to the dollar." However, Maroni, who is a member of the euro-skeptical, nationalist Northern League political group, accused European Central Bank President Jean-Claude Trichet of being one of the main architects of what he described as the "disaster of the euro." He said the single currency had been unable to address the economic slowdown in Europe and a loss of competitiveness.
