Troops' Silence at Fort Bragg Starts a Debate All Its Own New York Times
When President Bush visits military bases, he invariably receives a foot-stomping, loud ovation at every applause line. At bases like Fort Bragg - the backdrop for his Tuesday night speech on Iraq - the clapping is often interspersed with calls of "Hoo-ah," the military's all-purpose, spirited response to, well, almost anything. So the silence during his speech was more than a little noticeable, both on television and in the hall. On Wednesday, as Mr. Bush's repeated use of the imagery of the Sept. 11 attacks drew bitter criticism from Congressional Democrats, there was a parallel debate under way about whether the troops sat on their hands because they were not impressed, or because they thought that was their orders. With Iraq once more atop the political agenda, the Senate on Wednesday gave hasty approval to an additional $1.5 billion for the Department of Veterans Affairs, to cover a budget gap caused in part by unexpected demands for health care by returning Iraqi veterans. The administration has reversed itself, and now plans to seek emergency money from both the House and the Senate. Before the Senate voted unanimously to raise the spending for health care, the head of the veterans administration returned to Capitol Hill on Wednesday to tell House members that, contrary to his testimony the previous day, the agency needs emergency financing for this year and the administration will be submitting a request.

A global campaign to get three million people with AIDS in the developing world on life-saving treatment by the end of 2005, the so-called "three-by-five" program, will not reach its target, the United Nations said yesterday. There are one million people on treatment at this midway point, rather than the 1.6 million that were necessary to meet the goal, Jim Yong Kim, head of the HIV-AIDS department at the World Health Organization, said in an interview from Geneva. "We had a shot [at reaching three million]: If the money had come on line sooner -- everything has taken longer than we had hoped," Dr. Kim said. "And we're disappointed because there are a lot of lives we could have saved that we didn't."

The Italian government has denied having any prior knowledge of the alleged CIA kidnapping of an Egyptian cleric in 2003. In addition, the government said Thursday it had summoned Mel Sembler, the U.S. ambassador to Italy, over the incident. Carlo Giovanardi, minister for relations with parliament, made the statement in an address to the Senate in response to opposition questions about whether Italian authorities knew in advance of plans to kidnap the suspected Islamic militant. An Italian judge last week issued arrest warrants against 13 alleged CIA operatives in connection with the seizure of Osama Nasr Mostafa Hassan, also known as Abu Omar, in a Muslim community in Milan.

Time Will Comply With Order to Hand Over Documents Bloomberg
Time Warner Inc., the world's largest media company, said it will hand over subpoenaed records to a US prosecutor investigating the leak of a CIA operative's identity. The decision ``removes any justification'' for jailing Time reporter Matthew Cooper, who faces up to 18 months in jail for refusing to identify his source, Time said today in a statement. The U.S. Supreme Court on June 27 refused to hear appeals by Time, Cooper and New York Times reporter Judith Miller. A federal judge plans to consider penalties, including possible jail terms, on July 6. The reporters were looking into who leaked the name of Valerie Plame, a Central Intelligence Agency weapons expert, to newspaper columnist Robert Novak. Cooper, 42, and New York Times reporter Judith Miller, 57, were found in contempt of court last October for refusing to comply with grand jury subpoenas for information on their sources about the leak.

Time to disclose sources in US press freedom case Reuters
Faced with jail for one of its reporters, Time magazine agreed on Thursday to hand over his notebooks to a grand jury probing the leak of a covert CIA operative's name, in a move that raises questions about press freedom in America. The decision came just a day after a judge gave Matthew Cooper of Time and Judith Miller of The New York Times a week before sentencing them for refusing to reveal their sources to the grand jury. The move, which the New York Times said in a report appeared to be "without precedent in living memory," appeared to be over Cooper's objections. Cooper was not available for comment but on Wednesday his lawyer said he was prepared to accept jail and would not testify. Cooper also said then he would rather Time did not hand over the papers, but conceded that "a corporation is different than a citizen (and) has different obligations."

On Monday, Freestar Media, LLC, informed the small town of Weare, N.H., that it wanted to purchase a plot of land to build a new hotel. The land Freestar has chosen to build is the site of Justice Souter's home. Freestar sent a fax to the town of Weare asking for information on how to obtain the land through eminent domain, suggesting that the city would reap great benefits from the hotel -- much more than Souter's home ever could.

Senate OKs CAFTA free trade pact CNN
The Senate has approved a free trade pact known as CAFTA that includes five Central American countries and the Dominican Republic. The vote Thursday night was 54-45 in favor of the agreement, which President Bush had championed as a way of "strengthening democracy and advancing prosperity" in the Western Hemisphere. The White House launched an aggressive lobbying effort for the trade pact after it ran into a buzzsaw of opposition from lawmakers from sugar- and textile-producing states facing potential competition from imports, including a number of Republicans who have supported Bush's past free trade efforts. In the end, 12 GOP senators broke ranks to vote no, but the White House carried the vote with the support of 10 Democrats and independent Sen. Jim Jeffords of Vermont.

The House passed the amendment to the Treasury/Transportation spending bill, 231-189. House Majority Leader Tom Delay, R-Texas, said he believes the Supreme Court issued a horrible decision.
