Police and anti-G8 protesters clashed early Wednesday, as demonstrators smashed car windows and attempted to blockade one of the main approach roads to the exclusive Gleneagles resort hosting the summit. More than 100 black-clad activists, many covering their faces with bandanas and wearing hoods, streamed from a makeshift campsite in Stirling in central Scotland, where some 5,000 anarchists and anti-globalization protesters are staying. An Associated Press Television cameraman said he saw a group of around 100 smashing the windows of stationary cars and throwing stones at police. A spokesman for Central Scotland Police confirmed that officers had come under attack. Police predicted heavy congestion as they closed the M9 highway, the main approach route to Gleneagles from the Scottish capital Edinburgh.

French president Jacques Chirac said on Wednesday that Paris is committed to offering an unforgettable Olympics and Paralympics in 2012. "The heart of Paris and the heart of France are beating in unison in the hope of becoming the Olympic ground in 2012," he told the 117th session of the International Olympic Committee. He also pledged the total support of the government and the public to the city's bid. "The Paris bid is a bid by France," he said. "We are united behind a collective ethical and forward-looking project combining innovation with respect for the environment, "he said. Chirac, who himself has got involved in Paris' previous bids, expressed the strong desire of France to host the Games. "Some of you may remember that I had the honor of presenting Paris's bid to you in 1986 in Lausanne. Today it is with emotion, and with passion, that I lay before you France's hope and ambitionto organise the Games of the 30th Olympiad in Paris in 2012." Paris is the first candidate city to make presentation to the IOC members, who will cast their votes late in the day. New Yook, Moscow, London and Madrid are the other four candidate cities.

London to host 2012 Olympics Scotsman
The Olympic games are to return to London for the first time in 64 years as it was announced that the UK capital is to host the 2012 event after emerging as the preferred city over Paris. The result of the IOC's vote was annonced in Singapore after a lengthy final elimination procedure. Voting began with five cities in the first round. Moscow was the first candidate eliminated followed a little later by New York and Madrid, leaving only the French and British capitals in the running. The final voting was completed by 11.30am GMT, but the announcement was delayed until a special announcement ceremony was prepared by the IOC, leaving London and Paris on tenterhooks until the final result was announced a little after 12.48pm GMT. London last hosted the games in 1948.

An explosion on the London Underground at Aldgate station has left several several people injured and caused services to be suspended across the city, British Transport Police said on Thursday. Multiple explosions on the London Underground and on three buses have left several people injured and caused services to be suspended across the city in what appears to be a co-ordinated terrorist attack. The immediate cause of the Tube blasts, the first of which was reported at 8.49am at Aldgate station, was described by British Transport Police as a power surge. The BTP confirmed there were a number of “walking wounded” and one report of a person classed as “life at risk”. Four other incidents were reported at Edgeware Road station, King’s Cross, Old Street and Russell Square. The Metropolitan Police also confirmed there had been explosions on three buses, one of which happened in Tavistock Square minutes after the blasts on the Underground. “I saw lots of people running up a road and then saw the top of a bus destroyed,” an eyewitness told Sky News. Passengers spoke of hearing a “huge thud’’at Edgware Road station and travellers emerged from tunnels covered in blood and soot and with torn clothing. An eyewitness at Aldgate reported smoke rising from the station and commuters with facial injuries and burns leaving the scene as the area was evacuated. A primary school next to the station was also cleared as a precaution. Shares on the FTSE 100 lost almost 1 per cent after the blasts, which come just a day after London won its bid to host the 2012 Olympics in a closely fought contest with Paris. A London Ambulance Service spokeswoman said of the Aldgate incident: “We have just sent some resources to the scene. We have sent a number of vehicles to Liverpool Street station.“ The explosion, during the peak rush hour, is causing massive disruption for commuters. Streets around the capital were packed with people attempting to find other ways of getting to work and mobile networks were jammed as people attempted to call their families and colleagues. London authorities confirmed an explosion on a bus in the British capital and earlier blasts in the city's underground system that injured an unknown number of people. The explosion on the double-decker London bus appears to have taken place outside the British Medical Association on Tavistock Square in central London on Thursday morning. Details remained unclear, and there was no information as to the cause of the blast. Earlier, London's entire underground railway network was suspended after an explosion around 9:00 a.m. local time. A spokesman described the blasts, which left several people injured, as a "major incident." The authorities said it was possibly caused by a power surge. The chaos came a day after the British capital was chosen to host the 2012 Olympics. Police evacuated several mainline railway and underground stations after a blast near Liverpool Street Station, which serves London's financial district, and a separate incident in the west of the capital. "We believe there was some sort of explosion. There are some walking wounded at Aldgate," a police spokesman said, referring to an underground station near Liverpool Street. "We are not sure of the scale of the incident. Reports are still coming in." A spokesman for London Underground said a second incident had taken place at Edgware Road station in west London. Emergency vehicles rushed to the scene to deal with the confusion. Witnesses on Sky television were quoted as saying people streamed out of some of the stations covered in soot, some in tears, many visibly shocked. One of the evacuated stations was Stratford, which will be a key transport link for the site of the Olympic Games.

World leaders expressed their condolences to the British people Thursday and sent messages to Prime Minister Tony Blair that they were united in the fight against terrorism. Leaders of the Group of Eight nations and other countries invited to a summit in Gleneagles, Scotland, issued a joint statement, read by Blair, who was attending. "We condemn utterly these barbaric attacks," Blair said, flanked by the other somber members of the G8 summit. "We send our profound condolences to the victims and their families." Terrorist acts have affected each of the nations, and the leaders are "united in our resolve" to defeat terrorism that is an attack "not on one nation, but on all nations," the statement said. "We shall prevail, and they shall not," Blair said before departing for London. President Bush also condemned the perpetrators of the attacks. "The contrast couldn't be clearer between the intentions and the hearts of those of us who care deeply about human rights and human liberty and those who kill, those who have such evil in their heart that they will take the lives of innocent folks," Bush said. The president said the ideology of hope and compassion would triumph over that of hate. Bush also said he had spoken with U.S. Department of Homeland Security officials and told them to be "extra vigilant." A spokesman for Jacques Chirac told Reuters that the French president has given Blair his support. "The president told the British prime minister that the tragic events in London fill him with horror, and expressed his grief and condolence," Jerome Bonnafont said, according to the news agency. "He expressed the total solidarity of France and the French people." Other leaders also were offering their condolences. A statement from Spanish Prime Minister Jose Luis Rodriguez Zapatero called the blasts in London "savage attacks." Zapatero said his government "calls for unity by all who believe in freedom and peace in the face of barbarous terrorism." In 2004, 191 people were killed and more than 1,500 wounded in Madrid when 10 bombs exploded on four commuter trains. Authorities have blamed the Madrid attacks on Islamist terrorists, and more than 100 suspects have been charged. The Madrid bombings were the first such major attack against a European public transportation system. The Spanish government "expresses its deepest solidarity with the people of London, the [British] government, the authorities and the British people," Zapatero's statement said. In Brussels, Belgium, NATO Secretary-General Jaap de Hoop Scheffer said there was "no justification for such heinous crimes." "I know I speak on behalf of all NATO allies when I express our sympathy for and solidarity with the British people," de Hoop Scheffer said. In a short statement, de Hoop Scheffer said he condemned "in the strongest terms these attacks, which underline the need for the international community and members of the alliance to remain united in the fight against terrorism." The Spanish-born foreign policy chief of the European Union said that authorities cannot prevent every terrorist attempt at violence, Reuters reported. "A terrible event can happen at any time," Javier Solana said, according to the news agency. "We cannot let down our guard. We are working every day, and in a coordinated way in all the EU countries. A HUGE co-ordinated terrorist attack caused what a senior minister called "terrible casualties" in London yesterday in a series of explosions on underground trains and buses. The day after the British capital was awarded the 2012 Olympics the bombs are believed to have killed a large number of peak-hour morning commuters. There was immediate speculation that the attacks were linked to the G8 summit in Scotland although one terrorist expert said the attacks bore the hallmarks of al-Qaeda. There were at least three explosions throughout the Underground system and another three on buses. One eye-witness described one train as being littered with bodies. The first explosion came at 8.49 am at Aldgate in the East End close to where the Olympic site is to be built. There followed a series of explosions across the network. At first authorities blamed an accidental power surge in the system but that was dispelled when a bus in Russell Square, central London, exploded, blowing off its roof and killing at least one passenger, according to survivors.. Two more bus explosions followed, and it then was painfully clear that a carefully-planned terrorist attack was underway. There was at least one secondary explosion. Hours after the first explosions it was unclear how many had died. One report said the Aldgate underground was like a battlefield. Witnesses told of hundreds of people covered in soot and blood escaping from the Underground but survivors said there were many more left behind. One doctor said that he had seen at least 90 wounded people inside Aldgate station and that there seemed to be fatalities in the wrecked train. The explosions were reported from Aldgate, Edgware Road, Kings Cross, Euston, Russell Square, Old Street and Liverpool Street Underground stations or on lines near them. The entire Underground system was shut down and soon after the bus sytem followed. Mainline trains were halted outside London and there was uncertainty bordering on chaos at the four airports serving London. The explosions straddled central London and leading terrorist expert Chris Bellamy said it seemed to be a highly skilful co-ordinated attack. It was uncertain how many people were trapped underground but fires were reported on many lines. The entire London emergency services system was called into operation. Two hours after the last explosion, the Army joined police in a central London in which hundreds of thousands of people were walking in confusion and with foreign tourists apparently bewildered seeking to escape the city. Prime Minister Tony Blair, hosting the G8, prepared to appear on national Tvto report to a shocked nation. International anti-globalisation terrorists were on the suspect list, but experts said they had never been so organised in the past. In fact it looked more like a rerun of the Madrid terror attack which was linked to al-Qaeda. London Mayor Ken Livingstone, in Singapore still celebrating London's Olympics win, made immediate plans to fly back to London. There were scnes in central London not seen since the Blitz in World War 2 as ambu;lances hurtled through inner city streets, police sealed off entire areas and walking wounded sat patiently awsaiting treatment wrapped in blood-staned blankets. Many with minor wounds simply walked away rather than strain the overworked emergency services. Staff and guests from hotels near the bus that blew up near Russell Square carried wounded on table tops used as makeshift stretchers after the whole roof of the bus was ripped off in the manner of a sardine can. As troops mingled with other emergency services, the government opened emergency lines for people to check on thjeir loved ones. Sir Ian Blair, Police Commissioner, said that a well-rehearsed emergency plan had swung into action. He said there had been at least six sites of explosions and that the situation had been very confused. He said all of the cities forces and ambulance forces were in action and he pleaded with all Londoners to stay where they were in their offices or homes and not to go to the streets. There had been no warning but the security forces were already in a state of high alert, Sir Ian said. He said that order was coming out of chaos. As he spoke the first two fatalities were confirmed. Sir Ian said a long-planned operation was working across the capital and urged the media not to speculate. But he said this was "probably" the terrorist attack for which London had been preparing for some years. But there was an underlying fear that the explosions may have been linked to the long-feared attack on London by biological or "dirty" small nuclear devices. TONY BLAIR: It is reasonably clear that there has been a series of terrorist attacks in London. There are obviously casualties - both people that have died and people seriously injured - and our thoughts and prayers are, of course, with the victims and their families. It is my intention to leave the G8 within the next couple of hours and go down to London and get a report face-to-face with the police and the emergency services and the ministers that have been dealing with this, and then to return later this evening. It's the will of all the leaders of the G8, however, that the meeting should continue in my absence, that we should continue to discuss the issues that we were going to discuss and reach the conclusions that we were going to reach. Each of the countries around that table have some experience of the effects of terrorism and all the leaders, as they will indicate a little bit later, share our complete resolution to defeat this terrorism. Is It Time To Withdraw US Troops Radio Free Europe
The United States is dismissing a demand by the Shanghai Cooperation Organization, or SCO -- an alliance of China, Russia, and four Central Asian states -- that it set a timetable for withdrawing its forces from bases in Uzbekistan and Kyrgyzstan. The United States says the bases are not strategically crucial, but still provide support for important military missions in Afghanistan and elsewhere. The United States has had troops in Uzbekistan and Kyrgyzstan since shortly after the 11 September 2001 terror attacks on New York and Washington. The troops have mainly been used to support military efforts in Afghanistan. There are now about 800 Americans in Uzbekistan and 1,200 in Kyrgyzstan. France also has air force personnel based in Tajikistan. Now the SCO -- whose Central Asian members include those two countries, as well as Tajikistan and Kazakhstan -- says it is time for Washington to announce when it will withdraw those forces. On 6 July in Bishkek, acting Kyrgyz Foreign Minister Roza Otunbaeva reiterated the call, saying the situation in Afghanistan was stable and that the Americans no longer needed the bases. "All of us are part of the anti-terrorist coalition, including our country. However, there is a time limit for everybody who comes to stay somewhere," Otunbaeva said. "We are members of the Shanghai Cooperation Organization. We raised this issue [of the U.S. bases] together with the other [SCO] member states." But Washington has rejected such calls. U.S. State Department spokesman Sean McCormack told a press briefing that it is up to individual states, not the SCO, to determine their relationship with foreign troops. "Our presence and [that of other] countries -- some of the countries mentioned -- is determined by the terms of our bilateral agreements under which both countries have concluded that there's a benefit to both sides from our activities," McCormack said. U.S. Defense Department spokesman Lawrence Di Rita said the bases are important for both the global war on terror as well as operations in Afghanistan. Still, he said, the bases aren't crucial. "There's been a great deal of assistance to important operations," Di Rita said. "But you know, we always have a range of options. And there's no one facility that is, you know, that is so critical that we couldn't manage without it." Can the United States do without the bases, particularly the Khanabad base in Uzbekistan? And is the issue one of military logistics, or global politics? James Phillips specializes in U.S. foreign policy and security issues at the Heritage Foundation, a private Washington policy-research center. He says the United States has to be mindful of even the appearance of allying itself with an authoritarian leader like Uzbek President Islam Karimov after the bloodshed in Andijon in May. But Philips told RFE/RL that the United States should be able to maintain operations in Central Asia, even at the Khanabad base in Uzbekistan. "It [keeping U.S. forces at Khanabad] could be construed as a conflict of interest, but Washington did criticize the Andijon incident, and the Uzbek government retaliated by putting some restrictions on the use of the base," Philips said. "So I think the Bush administration made clear that it does not support such violent crackdowns, in contrast to both China and Russia, which supported the government crackdown there." From a purely military standpoint, Phillips says the Uzbek and Kyrgyz bases are far more modern than the bases at Bagram and Kandahar in Afghanistan. More than two decades of war have left these bases less suitable for 21st-century airborne military missions. Radek Sikorski disagrees. He is Poland's former deputy foreign and defense minister who now studies international affairs at the American Enterprise Institute, another Washington think tank. He told RFE/RL he believes Central Asian bases are no longer essential -- but that severing military ties with Uzbekistan is: "My judgment would be that we probably don't need it [Khanabad] so much as to censor ourselves in relations with what is clearly an authoritarian and nasty regime," Sikorski said. "My recommendation would be to withdraw the base if need be, rely on the bases that we have in a friendly country like Afghanistan itself, and tell Mr. Karimov to stuff himself and criticize him the way he deserves." Sikorski says he believes a unilateral withdrawal would be better than simply submitting to the SCO demand for a timetable. He says he believes the demand was n-o-t generated independently by Uzbekistan and Kyrgyzstan, but was inspired by Russia and China who want to keep the Central Asian states outside the U.S. sphere of influence.

Four blasts tore through London's transport system during the morning rush hour in a choreographed series of terrorist attacks. Police said at least 33 people were killed, 21 near King's Cross station, and the ambulance service said it had treated around 350 people, with more than 40 of those in a serious condition. Three of the blasts were on tube trains and a fourth was on a bus. Explosives were said to have been found at two blast sites. Below are reports from the main incident sites in order of occurrence:

8.56am - Between King's Cross and Russell Square stations
The attack with the highest confirmed death toll today was the one on a tube train travelling between King's Cross and Russell Square on the Piccadilly line, in which police said 21 people had died. CNN quoted one emergency worker who said he had removed "several" bodies from the train and that "at least 13" remained there. One survivor, Fiona Trueman, 26, was on the train a few minutes south of King's Cross when it exploded. Speaking outside the Royal London hospital, Ms Trueman, who works in marketing for Sky News, said: "It was about three minutes after we left King's Cross, when there was a massive bang and there was smoke and glass everywhere. I was standing near a window, and I've still got some in my hair. "The lights went out, and, with the smoke, we couldn't breathe, and we sort of cushioned each other during the impact because the compartment was so full. "It felt like a dream, it was surreal. "I was in the second carriage and I think the explosion was in the carriage in front of me, or maybe was even on the track, and the screaming from the front carriage was terrible. "It was just horrendous; it was like a disaster movie. You can't imagine being somewhere like that - you just want to get out. I kept closing my eyes and thinking of outside. It was frightening because all the lights had gone out and we didn't hear anything from the driver, so we wondered how he was. "Some people were very calm and were telling everybody not to panic, and after a few minutes we started to get messages that we would be unloaded from the back of the train and walked to safety. It took about 15 minutes to walk along the track to King's Cross." Gary Lewis, 32, described the scene at King's Cross station where the injured were being treated by paramedics. He said: "People were covered in black soot and smoke. People were running everywhere and screaming. It was chaos."

9.17am - Edgware Road station
Police confirmed five people died after an explosion ripped through an underground train as it was around 100 metres from arriving at Edgware Road station. The blast blew through a wall onto another train on an adjoining platform and in total three trains were affected. One witness said the floor of the train he was standing on was "blown out" and other witnesses spoke of a huge hole being torn out of the floor. The Press Association said one man was thought to have fallen through the gap and died. There were unconfirmed reports of another passenger being decapitated. The train was heading towards Paddington when the explosion occurred. Survivors spoke of being deafened by the blast. Another report suggested at least one passenger was blown out of the train by the force of the blast. One passenger said: "Most of us on my carriage were lucky, we just got cuts and bruises, but those next door were in real trouble." Another survivor, Ben McCarthy, told the ITV News channel he was on the train but in a different carriage to the centre of the blast. He said: "There was a quite loud explosion a couple of carriages up from where I was. The carriages filled with smoke. "At that stage, somebody, a man I think, was blown out of the door of the train. He was under the carriages. Everything was black, and filled with smoke for a while. We were on the train for 20 minutes to half an hour before people came down the track and gradually escorted us to Edgware Road. "It was terrifying. People were incredibly calm but very, very shocked. The screams from the guy who was under the train obviously made the whole incident so much worse." Tony Dodd, 39, who works for Metronet, was one of those who went to help. "It was pretty awful down there," he said. "There were bodies and people were very badly burned." Later, speaking outside the station, Superintendent John Morgan confirmed there were "a number of fatalities" and said "things are still relatively confused". At least 50 firefighters, 30 ambulance crews and just as many Underground first aid workers surrounded the scene. Sniffer dogs were brought in and taken below ground. The walking wounded had cuts and were suffering from smoke inhalation and covered in soot. Inside the nearby Hilton Metropole, the entire reception and lounge bar was overrun with injured passengers. Shopping trolleys filled with medical supplies were parked near reception as a steady stream of people were treated. One man left the building with a bandage wrapped round his head and his shirt drenched in blood.

8.51am - Between Aldgate East and Liverpool Street stations
Police said seven people died in a blast on a tube train as it travelled between the Liverpool Street and Aldgate East stations, which are both in the capital's financial district. One woman caught in the explosion said: "There were people there screaming out in agony. There were parts of the train all over the track." Loyita Worley, 49, was on the train when the explosion went off in a nearby carriage and said the carriage that was hit was torn from "floor to ceiling". She said she had seen some seriously injured people down in the tunnel and saw 20 to 30 "walking wounded". This attack was the first to be reported, with police being alerted to an explosion at Liverpool Street at 8.49am. Initially it was thought that there had been separate incidents at the two stations as well as nearby Moorgate, before it became clear it happened in the tunnel between stations. The first reports said the explosion was caused by a power problem. One of the dead and around 100 wounded people were taken to Royal London hospital in nearby Whitechapel, although it was not clear how many of these were from the Liverpool Street/Aldgate East blast and how many from other attacks. Ten people at the Royal London were described as being in a critical condition. Hospital officials said three double-decker buses loaded with casualties were brought to the Royal London. Several other hospitals said they had received wounded people but declined to give numbers. A man who survived the Aldgate East blast told of passengers' terror when their train ground to a halt. Arash Kazerouni, 22, said: "There was a loud bang and the train ground to a halt. People started panicking, screaming and crying as smoke came into the carriage. A man told everyone to be calm and we were led to safety along the track." Mr Kazerouni, from Edmonton, north London, said: "Everyone was terrified when it happened. When they led us to safety, I went past the carriage where I think the explosion was. It was the second one from the front. "The metal was all blown outwards and there were people inside being helped by paramedics. One guy was being tended outside on the track. His clothes were torn off and he seemed pretty badly burned."

9.47am - Tavistock Place, near Russell Square
A red double-decker bus exploded near Russell Square, leaving the whole of the vehicle's top floor a mangled mess, open to the sky. Police could not give a toll of fatalities but said there were "many casualties" as a result of the explosion. Early unconfirmed reports said there were at least two dead. Reports said some of the injured had lost limbs. The explosion went off as the bus was in Upper Woburn Square on the junction with Tavistock Place. The Metropolitan police commissioner, Sir Ian Blair, said a bomb had exploded on the back of the top deck. He would not comment on whether the blast was caused by a suicide bomber. One witness told BBC Radio 5 Live: "There were at least one or two fatalities laid out on the pavement." Bob Mills, a producer for Sky News, said: "I was one of those who had to be evacuated, walking towards Russell Square, when, suddenly, there was a huge explosion on the street up in front of me and all I could see was the top of a bus completely destroyed. "We all heard an explosion and everything just disappeared in front of me, and I'm looking at people with blood injuries and walking away from the scene." One woman witness said: "Some people were able to carry other people who were much more badly injured than them. There were a lot of people with terrible burns. People were starting to get very dehydrated and very unwell. When the emergency services got there they had to carry up people in blankets who had lost limbs." Sandra Pollins, who was on the street near the bus, told the ITV News channel: "There was glass flying. Everybody ran for cover in a shop doorway. It was terrifying. It took a minute or two to compose ourselves, then we came out. I could not even recognise that it was a bus. The whole roof had been blown off. There were people just walking around with blood all over their faces. "People lying on the ground. Absolutely terrifying. People were just staggering off that bus in a complete state. One woman I spoke to said she could not hear anything any more, her partner was still on the bus." Debris littered the street and the facade of a nearby building was blackened and scarred by shrapnel.

Barely 10 hours after Britain's successful bid of the 2012 Olympics Games, the elated mood cut short in London on Thursday in the aftermath of deadly attacks against the public transport system of London, the country's world-class financial hub. Latest reports put the number of deaths at least 33 as a result of seven blasts scattered across downtown London during the rush hour, with more than 185 people injured and the city's transport system plunged into a total chaos. Scotland Yard said explosions were reported at Edgware Road, King's Cross, Liverpool Street, Russell Square, Aldgate East and Moorgate. The police confirmed that the deaths occurred at central London's Aldgate East underground station as the result of an explosion there. Besides the blasts in the capital's underground system, a double-decker bus was also hit near Russell Square close to King's Cross train terminal, where several railways and highways interlaps. Witnesses saw horrified people streaming out of underground stations, some of them wearing clothes stained with blood and scratched to shreds. Ambulances and fire engines rushed to the explosion sites where police had evacuated passengers and cordoned off the areas. Some contingent teams were also reportedly sent to the streets to guard against any further attacks. Major hospitals in London are busy treating people injured in the explosions. A somber-looking Prime Minister Tony Blair, speaking in Gleneagles, Scotland at a G-8 summit, condemned the attacks as "barbaric" and said that terrorists were behind them. "It is reasonably clear that there has been a series of terrorist attacks in London," Blair said. "There are obviously casualties, both people that have died and people that are seriously injured." Shortly after delivering the speech to his fellow countrymen, Blair left the G-8 summit by helicopter for London to oversee the emergency. In London, Police chief Sir Ian Blair said there had been "many casualties" but it was too early to put a figure to those killed or injured. Appearing on BBC's television network, he urged people to be as calm as possible and stay where they were. The attacks in London, nerve center of the finance world, have sent jitters across Europe, pulling down share prices in bourses in Germany, Paris and elsewhere in Europe. The FTSE 100 index of leading British shares fell nearly four percent by late morning and late recovered some of the losses by early afternoon but was still more than two percent lower.
