A high-ranking Senate lawmaker on Tuesday said he try would block federal funding for projects in New Jersey if Garden State officials were to continue objecting to a plan to deepen the Delaware River's main shipping channel by five additional feet, and to 45 feet overall.

"I will do everything in my power to stop anything beneficial to New Jersey, period. I will use everything I have until New Jersey lives up to their commitments," said U.S. Sen. Rick Santorum, a Pennsylvania Republican and third-ranking official in the Senate chamber. "Every single thing that benefits New Jersey in particular I will do everything I can to make sure that it gets slowed down or stopped."

Santorum claims that New Jersey Democrats have reneged on a good-faith deal about the dredging of the Delaware River they made with Pennsylvania officials last year.

Acting New Jersey Gov. Richard Codey allegedly promised Pennsylvania Gov. Ed Rendell that New Jersey would endorse a project cooperation agreement and launch the Delaware River deepening program, but only after New Jersey conducted its gubernatorial election, Santorum says.

Rendell, D-Pa., also has said that action on the dredging had to wait for the governor's race to end.

Ultimately, the governor's race went according to Democratic hopes. U.S. Sen. Jon S. Corzine, D-N.J., defeated the Republican nominee, Douglas R. Forrester.

Since then, however, New Jersey commissioners serving on the Delaware River Port Authority have not endorsed the Delaware River deepening program.

Rendell, in retaliation, has refused to approve a budget for the port authority and has threatened to shut down commuter rail service from southern New Jersey into Philadelphia.

Now, Santorum is trying to increase the pressure on New Jersey, claiming he will deny federal funds to the state unless New Jersey officials support the dredging project.
