You must be a registered voter to circulate the petition. You can sign the sheet you are circulating and certify your own signature. You may submit a sheet with as few as one signature.
Before starting, check each sheet of your petition. Make sure it did not print crooked. The top margin must be at least 1", sides and bottom 1/2". All printed words must be clear and not smudged.
Errors occur especially when there is a large number of signers at one time when your supervision is difficult. Those gathering signature must witness and inspect each signature for completeness and legibility. Signature itself often is not "legible," but the signer must print his or her name and the current residence address legibly. People will often abbreviate city names, such as SF for San Francisco, Berk for Berkeley, Oak for Oakland. Those abbreviations may be obvious to those in the neighborhood, but may lead to disqualification.
Some signers will sign where a name is supposed to be printed, and vice versa. Some signatures look like printing, and some people print illegibly. The signature gatherer must take the time to review the spelling of the printed name for clarity.
Each sheet of petition will specify that all the signers on that sheet live in ONE county. One cannot have signatures of residents from DIFFERENT counties on one sheet! This is tricky, particularly if one is collecting signatures at a mixed gathering of residents in neighboring counties. You must have separate sheet for each county.
Unlike other petitions you may have participated in, one cannot "pass the petition down the row." The signature gatherer will be required to certify under penalty of perjury that he or she witnessed every signature. Therefore, one cannot post a petition on a bulletin board at work.
GET MORE PEOPLE INVOLVED IN CIRCULATING PETITION. When you meet someone enthusiastic, ask if they would like to take a few sheets to circulate amongst their friends, co-workers, and family (remember, one sheet per county). Record their name, address and phone number so that you can follow up with them. Be sure they receive a copy of these Instructions along with the petitions.
Remember, you cannot have people who do not understand English sign the English petition. You must give them the petition in their language (download petitions in other languages at Recall2006.com). Do not waste time trying to talk doubters into signing. Beware of saboteurs signing or grabbing petitions.
If you are tabling, you must have petitions in those languages required for your county. Check our website, "Get Petition", for list of required translations.
Regarding Declaration of Circulators: Once you sign and date it, you must immediately send it in to us. Stale-dated sheets cannot be submitted to the Secretary of State.
If you are setting up a signing table, be sure to check with the local police department about laws governing placement of tables in public streets. If you are setting up a table in front of a supermarket, on a private property, you will need to secure the permission of the manager. If you are collecting signatures on a college campus, be sure to check the campus' rules governing such activities.
