Kerry, Meehan suggest feds move pervs out of Devens

Sen. John Kerry and U.S. Rep. Marty Meehan yesterday expressed outrage over a virtually secret sex offender program at a federal prison at Devens, and they demanded that a pedophile who turned his adopted daughter into a sex slave be immediately transferred to a hard-core penitentiary.
“We believe (Matthew) Mancuso, and others like him, should be removed and placed in a maximum security prison to serve hard time as opposed to receiving treatment in a medical facility,” Kerry and Meehan (D-Lowell) wrote yesterday to federal Bureau of Prisons Director Harley Lappin.
The Herald revealed Tuesday that Mancuso is serving his 15-year sentence at Federal Medical Center Devens, a prison hospital that has quietly become home to a sex offender management program now brimming with 459 perverts.
Mancuso, a Pittsburgh engineer, adopted a 5-year-old Russian orphan and turned her into his sex slave. He also faces a minimum 35-year prison sentence on Pennsylvania rape and incest charges.
The federal prison system quietly phased out a drug treatment plan about a year ago and replaced it with the sex offender program. Kerry and Meehan, whose district includes the former military base, are demanding information from the Prison Bureau explaining how the program came to the Bay State with virtually no public notice.
“We, and many others, are extremely concerned that until hearing about Mancuso, we were unaware that the Federal Medical Center at Fort Devens had a sex offender treatment program,” the congressional leaders wrote.
