We are beginning a new web site http://USCountVotes.org along with a new
nonprofit corporation USCountVotes.

The improbability of so many exit polls being in error has awakened the
interest of mathematicians of many political persuasions in examining the
2004 election.

News stories discrediting our mathematical methods of looking at election
results for patterns to indicate places where possible vote counting
errors have occurred, have greatly exagerated the criticisms. Some of our
original detractors that were reported in the news, have joined our
statistical email discussion group and are being very helpful to our
statistical discussions.

Often new discoveries are thoroughly attacked and discredited before
people begin to see that they are correct. Such attention bodes very well.

reported there yet. USCountVotes is planning mathematical analyses of
specific data sets, and we will obtain a measure of problems from one of
the other organizations collecting stories. Please do not send me
stories.

MISSION:
We are planning comprehensive analyses of the 2004 election results. We
will develop, design and test methods to pinpoint precincts which look
likely to have errors in their vote counts, and provide our data to the
public on http://USCountVotes.org and our analyses to those who want to
investigate or request recounts under state FOI acts. We will evaluate our
methods against the results of any investigations or recounts.

By the 2006 election we will have a statistical system in place to
pinpoint election anomalies immediately, using county exit polls and other
data. Candidates will be able to use this information to make decisions
about recounts (prior to conceding).

We have formed a group of volunteer statisticians, mathematicians and
programmers. MS and PhD level statisticians/mathematicians who would like
to join our efforts, or volunteer programmers who would like to help,
please email me. We have some very competent, but busy volunteer
statisticians/pollsters and programmers now.

To do:

We will need donations soon to pay for database hosting and a small staff.
The amount of precinct data we need to thoroughly analyze for the 2004
election, including historical data from prior elections, requires a slew
of disk space.

We will need volunteers to obtain local precinct election results,
including precinct level election results both BEFORE and AFTER any
recounts that occur, including any ballot spoilage or over-votes or
undervotes for all Presidential, US Senate, and US House races.

Precinct election results, depending on the state, are obtained from each
county election official. With before and after recount results, we can
test our methods of pinpointing precincts that seem to have probably vote
counting errors against actual recounts and investigations.

By the 2006 election, we hope that state election officials who want to
ensure that vote counts in their states are accurate, will create new
information systems to help facilitate the quick collection, display, and
analyses of such precinct level data; that county level exit polls will be
available in battleground states, and that states who don't have them, may
create registration by party data.

For our 2004 election analyses we will need the help of local volunteers
to collect precinct data.
