Yes, in fact it is quite disappointing that as the world's superpower we have failed to take the lead on Kyoto.

While kyoto is better than nothing its far from sufficient.

Urgent need to move to stage 2 ie something more radical ,yet more equitable in application including developing world in particular China !

Since Russia signed the Kyoto protocol, does it matter if the USA signs it or not? I thought as long as a percentage of the industrialized nations signed it, it is active. Thus, all nations must abide by the rules whether they signed it or not.

I voted no. The Kyoto protocols are deeply flawed. So deeply flawed it is unclear if any signatory is actually capable of meeting their goals. And there is as of yet no binding penalty for failure.

The US should re-engage in the process and help come up with something better. But I don't see much value in signing at this point.

It is also possible to take major steps towards reduce our emissions without signing the treaty. That's something to consider also.
