California taxpayers paid for 74,987 deliveries to illegal immigrant mothers in 1994 (the latest year figures are available), at a total cost of $215.2 million or about 36 percent of all Medi-Cal funded births. But for a vast majority of these families the free ride didn't end there. Babies born on U.S. soil automatically become U.S. citizens and are entitled to welfare, food stamps, Social Security benefits and other entitlement programs. Congressman Miller helped co-author a bill to deny automatic citizenship to children born to illegal immigrants, but Democrats have fought the measure.

This statement is patently false. The 14th Amendment to the Constitution would have to be amended in order for your ridiculous piece of legislation to be legal. The first time it was heard in a Federal Court, it would be deemed unconstitutional. Don't blame your party's incompetence on my party.
