That is part of it, but Saddam also switched his currency over to the Euro for the purchase of the oil. If he succeeded in getting others to switch to the Euro as well, it would have bankrupted the U.S. almost immediately. It is also a good place to be if one wants to launch later attacks on Russia, or China, which is the Neocon ultimate goal.

I find it incredible that it is OK for the U.S. Government to aid and abet some of the worst dictators on the planet, as Saddam was, and Iran used to be when the Shah was in power, and many others, as long as they are friendy dictators.
