qualified for "legal status"...as opposed to the 2-yr. provision

I have listened to hours and hours of the attempt to craft a decent immigration bill, the problem is what they should be crafting is a decentralizing of whatever they are calling INS, I think now under DHS it is CIS -- if they get anything passed it is not going to work, whether there are 2y, 5 y or over 5 y's - categories to define where in the new Rube Goldberged structure they can deal them in. How are these immigrants going to provide verifiable documentation of the length of time they have been here since illegally crossing. This is begging for the system to be gamed.

It is broken and they own it, meaning the administration and the Congress.

It would make the future problems less probable for further increases if they get a system to enforce visa limitations. Even that is going slowly which is how everything moves in mega bureaucracies. The unworkable institutions need to be identifed, acknowledged and deconstructed.
