If Bush saw the first plane hit, it was on a private line, why they would have televised it, unless they knew it was going to happen means Bush knew.

By the time he was in the schoolroom, that was the 2nd plane.

Bush definitely says he knew earlier than that.

Bush did know. There is no other answer.
