Even if they are counted, Franklin County's absentee ballot forms
are designed in ways strikingly reminiscent of those notorious
butterfly ballots in the Florida 2000 presidential election. On
Franklin County absentee ballot forms, Kerry is the third name on
the list of presidential candidates on the left side of the ballot.
But, the punch card is designed to fit in the middle, so the actual
number you punch for Kerry is hole "4." If you mistakenly punch
hole "3" you've just voted for Bush.

12. Battelle of Columbus Ohio and Tennessee, a company
which received 1 billion from the CIA to develop weaponized
anthrax, tested on captive primates, has also been involved in writing programs for
VNS, the discredited GOP exit polls of 2000.
VNS, the guys who are deep sixing their exit poll data,
used an outside company to develop their computer programs. It turns
out that the company is..... Battelle Memorial Institute, an Ohio-
based technology company that also works as a defense contractor to
help build the new VNS system. A Battelle spokeswoman declined
comment on Tuesday's performance. " (Battelle like its neighbor Ohio
State is a primate abuser.)

more votes were cast for Bush than the number of registered
voters in the precinct. The Republicans have tried to cover this
up with stories of overlap of congressional districts.

Throughout Ohio, high percentages of people who requested absentee ballots.. did not receive them. When they went
to vote on election day, they were not allowed to in many
instances because they had requested ballots.
Black ministers throughout Ohio tried to counter the
GOP phone campaign .. calling those who had finished
their time in jail and had waited a year.. and had reregistered
to vote. Republican operatives had called past felons
to say they could not vote.
In many areas, voting places changed without notification
to voters. For example, people voting at a Baptist church
on Arlington Road in Green, Ohio were rerouted to another
church.. where the booths were 2 flights down and
inaccessible for the handicapped.

How the Ohio election was rigged for Bush
November 22, 2004
Following four community public hearings in Ohio about election
irregularities and voter suppression v two in the capitol, Columbus,
and one each in Cincinnati and Cleveland v a clear pattern and
practice of voter disenfranchisement is emerging.
In order to understand the extent of the voter suppression in the
inner city of Columbus and Franklin County, overwhelmingly Democratic
wards, start with the phrase: "Machines Placed By Close Of Polls" on
the last page of the county's 17-page voting machine allocation
report.
This phrase at the end of the spreadsheet may be the key in
unraveling a deliberate and unprecedented plan to repress African
American and poor central city voters. In statistics, when you see a
bizarre definition or measurement, it sends up red flags. Why doesn't
the Franklin County Board of Elections have a number for "Machines
Placed By Opening Of Polls"?
It now appears that the Franklin County BOE placed scores of machines
too late in the day to alleviate the long lines of voters who
gathered to vote before work and at lunchtime.
To better understand what the BOE did on Election Day, consider the
following analogy. The near east side of Columbus needs four buses to
move the population to the downtown business district. Each bus will
move 100 people. At the start of the business day at 6:30am, there
are only two buses running and another one with a dead battery. After
a few hours, the third bus is put into use. Finally, towards the
close of the work day at 6pm, a fourth bus is deployed. The Central
Ohio Transit Authority then reports it had four buses operating by
the end of the business day. What matters is not how many buses, or
voting machines, were operating at the end of the day, but rather how
many were there to service the people during the morning and noon
rush hours.
Questions remain as to where these machines were placed and who had
access to them during the day.
Pacifica reporter Evan Davis reported that a county purchasing
official who was on the line with Ward Moving and Storage Company,
documented only 2,741 voting machines delivered through the November
2 election day. The county's own documents reveal that they had
2,866 "Machines Available" on Election Day. This would mean that amid
the two to seven hour waits in the inner city of Columbus, at least
125 machines remained unused on Election Day. Ward holds the
exclusive three-year contract to deliver voting machines in Franklin
County.
If the BOE only had 2,741 placed initially, this would explain the
long lines in Columbus and voters leaving the polls during the
morning voting rush. According to the Franklin County Board of
Elections (BOE), in the city of Columbus, where voters waited in the
heavily Democratic wards between 2-7 hours to cast the vast majority
of their votes for John Kerry, voter turnout was 52.7%. In the
affluent white suburbs of Columbus, with far more voting machines
available, the turnout figure was 76.15%.
By contrast, 66.31% of registered voters went to the polls in
Cincinnati and turnout was 76.82% in the suburbs. In Cincinnati,
where more voting machines were available, the difference between the
city and suburbs was only 10.5% compared to 23.45% in the Columbus
area. Cincinnati and Columbus have similar demographics.
The Franklin County Board of Elections reported that 68 voting
machines were never placed on Election Day. In addition, Franklin
County BOE Director Matt Damschroder admitted on Friday, November 19,
that 77 machines malfunctioned on Election Day.
Franklin County Commissioner Mary Jo Kilroy criticized Damschroder
for calling the elections "well-funded and well-planned and that
problems could not have been averted, . . ." according to the
Columbus Dispatch.
Damschroder, the former Executive Director of the Franklin County
Republican Party, told the Franklin County Commissioners, "From our
perspective, this election was a success."
Despite an increased registration of more than 167,253 new voters,
Damschroder admits he ran the election with a "fixed and exhausted"
pool of voting machines, the Dispatch reported. Kilroy pointed out
that Damschroder and Franklin County election officials told
her "We're fine, we're fine" and never requested additional money
over the initial allocation.
The Washington Post reported "Franklin is the only Ohio county to use
Danaher Control's ELECTronic 1242, an older-style touchscreen voting
system." Franklin County's voting machine allocation report shows
that Damschroder deployed his Danaher (formerly Shooptronics) voting
machines, which have been in use since 1992, in a formula that
favored Bush over Kerry.
In precinct 55-B on Columbus' near east side, there were 1,338
registered voters and, according to Franklin County Board of
Elections estimates, 956 active voters who had voted in the last two
federal elections. Despite voter registration being up 17%, and by
the BOE's own guidelines the polling place requiring ten machines
(one per 100 voters), the polling site had only three machines, one
less than for the 2000 elections.
The Election Protection Coalition that visited the voting site
between 7:30-8:30 a.m. documented a dozen people leaving the polls,
six to go to work and six who were either elderly or handicapped. But
things were worse in other areas of Columbus.
In precinct 1-B where there were 1,620 registered voters, a 27%
increase in voter registration, the precinct had five voting machines
in 2000 and only three in 2004. Where did they go? Out to Republican
enclaves like Canal Winchester, where two machines were added since
2000, for a total of five to service 1,255 registered voters? Or were
they re-routed to Dublin 2-G where 1,656 registered voters apparently
needed six machines, twice the number of Columbus' 1-B?
Nearby in Dublin precinct 3-C, 910 registered voters were allocated
four voting machines. No doubt machines were shifted from precincts
like Columbus 44-G with 1,620 voters and registration up 25%, which
lost one machine from the 2000 elections to 2004.
In Cleveland, where a public hearing was held on Saturday, November
20, there was a different pattern of voting irregularities. These
include heavily Democratic wards with abnormally low reported rates
of voter turnout, three under 20%. In Precinct 6-C where Kerry beat
Bush 45 votes to one, allegedly only 7.1% of the registered voters
cast ballots. In precinct 13-D where Kerry received 83.8% of the
vote, only 13.05% reportedly voted. In precinct 13-F where Kerry
received 97.5%, the turnout was reported to be only 19.6%.
One explanation comes from Irma Olmedo, who provided the Free Press with a written statement of her activities in the heavily Hispanic
ward 13, which contained the three low voter turnout precincts.
"Ohio does not have bilingual ballots and this disenfranchises many Latino voters who are not totally fluent in English . . . there were 13 poll workers at the school and none knew Spanish. Some could not even find the names of the people on the list because they couldn't understand well when people said their names. . . . Some people put
their punch card ballots in backwards when they voted and discovered
that they couldn't punch out the holes. They had not read the
instructions which were in English, that they had to turn the card
around in order to vote," Olmedo stated.
Olmedo translated at precinct 13-O, where 90% of the votes were for
Kerry and only 53 votes were counted. The turnout of 21% was due to
the lack of Spanish instructions and the misspelling of names: "I
noticed that one named Nieves was misspelled as Nieues and the
pollworkers were not able to find his name, these people were told to
complete a provisional ballot because their names were not on the
list."
In Cuyahoga County, according to the Secretary of State's website
there are 24,788 provisional ballots, most of them from the city of
Cleveland, not its surrounding suburbs. Secretary of State J. Kenneth
Blackwell served as Co-Chair of the Bush/Cheney Ohio reelection
committee.
There also seems to be an abnormally high vote count for third party
candidates who received less than one-half of one percent of the
statewide vote total combined. For example, in precinct 4-F, the
right-wing Constitutional Law candidate Peroutka received 215 votes to Bush's 21 and Kerry's 290. In this precinct, Kerry received 55% of the vote where Gore received 91% of the vote in the year 200. These
numbers suggest that Kerry's votes were inadvertently or
intentionally shifted to Peroutka.
In Cincinnati, sworn testimony was taken on vote buying, the lack of machines in African American neighborhoods and the deliberate
destruction of new voter registration cards by a private company
hired to process the forms.
Exit polls on Election Day from both the polling firm Zogby
International and CNN projected John Kerry winning the state of Ohio.
University of Pennsylvania Professor Steven Freeman calculated the
odds that the exit polls in Ohio, Florida and Pennsylvania all being
wrong are 250,000,000 to one. Pollster John Zogby, President of Zogby
International, is quoted as telling the Inter Press Service of
Stockholm that "something is definitely wrong."
Zogby commented that he was concerned about the discrepancy between
the exit polls and the official vote tallies stating "We're talking
about the free world here."
The Alliance for Democracy-Ohio is preparing a lawsuit challenging
the outcome of Ohio's election results due to the massive voting
irregularities that have emerged in sworn testimony and affidavits.

THE DISENFRANCHISEMENT OF THE RE-ENFRANCHISED:
How Confusion Over Felon Voter Eligibility in Ohio Keeps Qualified Ex-Offender Voters From the Polls
A recent investigation by the Prison Reform Advocacy Center (PRAC) finds that many former Ohio prisoners may be disenfranchised because officials have wrongly told them they cannot vote. This disenfranchisement disproportionately affects African-American ex-offenders, who comprise 49 % of the states- prison population.
The study reveals that a significant percentage of released prisoners, including 43% of those surveyed in Hamilton County, believe they are ineligible to vote while on community supervision. An Ohio ex-offender-s ability to exercise his or her lawful voting rights may well depend on where he or she lives in the state, according to the report PRAC will release August 3, 2004, entitled ?The Disenfranchisement of the Re-Enfranchised: How Confusion over Felon Voting Rights in Ohio Keeps Qualified Ex-offender Voters from the Polls.¦ The report documents the problem and offers solutions that can be implemented before the October 4, 2004 registration deadline to help ex-offenders exercise the right to vote in the coming election.
Approximately 22,000 Ohio prisoners are released each year to live in communities across the state. Though not eligible to vote while incarcerated, these individuals automatically become eligible to vote upon release from confinement. In Ohio, there is no requirement that released prisoners be ?off papers¦ before they can register to vote. Thus, the more than 34,000 ex-offenders statewide who are currently under some form of community supervision, including probation, parole, and post-release control are eligible to vote in the state.
Ohio law permits all former prisoners to resume voting after their release from custody, but election officials- knowledge of this law varies by region. PRAC-s research found that 20 Boards of Election across the state, including Hamilton County-s, frequently gave erroneous and misleading information to felons inquiring about their voting rights. Surveys of Boards of Elections across the state revealed mixed awareness of the laws. For example, representatives from the Cuyahoga County Board of Elections consistently gave accurate information regarding ex-offenders- voting rights; additionally most Cleveland ex-offenders knew they could vote. However, in Cincinnati, where nearly half of the ex-offenders PRAC surveyed did not know they were allowed to vote, information on ex-offender voter registration provided by Hamilton County Board of Elections was often inaccurate and misleading.
David Singleton, the Executive Director of The Prison Reform Advocacy Center, is troubled by the results of the study: ?States like Ohio, where all former prisoners can vote as soon as they are released, should take steps to ensure that ex-offenders fully understand this important right. When former prisoners believe that they are stakeholders in their communities and that they have the power to contribute to civic life, they are more likely to succeed, which is in all of our best interests. Our democracy suffers when the voices of all eligible voters, including former prisoners, are not heard.¦
The report calls upon the Secretary of State, the County Boards of Elections, the Ohio Department of Rehabilitation and Correction, the Correctional Institution Inspection Committee, and other state and county agencies to act promptly on the issue. PRAC makes recommendations to increase awareness of felon voter eligibility within these agencies. Some of the suggestions include designating Adult Parole Authority offices as official voter registration locations, providing training classes for employees of the Boards of Elections about felon voting rights, and posting signs in all Ohio prisons and parole offices that inform inmates and released prisoners of their ability to vote upon release.
Although the majority of ex-offenders are aware of their voting rights, a significant percentage of felons who are eligible to register are not doing so because they lack awareness of their rights. Singleton points out, ?If 20% of the 34,000 ex-offenders on community supervision in Ohio are not voting because they erroneously believe they are ineligible to do so, then 6,800 potential votes have been lost. The 2000 presidential election showed that every vote matters. Votes from ex-offenders could very well make the difference in how Ohio-s electoral votes are cast. Battling the Media Blackout

The following article was published in 1989 in response to the uniform, ongoing cover-up of the Cincinnati Media regarding the fact that all the elections since 1974 in Cincinnati had been completely unverifiable. It might be of interest to note that one of cover-up artists (who was one of the "News" anchors in Cincinnati during this period) has broken into national fame as one of the Sleaze Talk Show "Giants". The cover up of the votefraud issue continues on his nationally syndicated talk show + no doubt pushed aside by the more pressing issues of weird personal relationships that he highlights on most days.
Cincinnatus Continues to Battle Media Blackout - Fall, 1989
While the news media in Cincinnati has PRETENDED to bring the public the full story of the WIRE -TAPPPING SCANDAL - the news media has actually been involved in a full scale, brutal cover-up of the MOST IMPORTANT wiretapping issue. ALL media outlets have chosen to focus on TRIVIA like wiretaps done on certain prominent people 12 years ago. The local media masters realize that the public can only have mild interest in these gossipy tales.
But what would you do if you became convinced that the local media were - BOTTOM LINE - protecting those who could be stealing your vote in the upcoming election?
The news media has deliberately hid from you THREE aspects of the wiretapping story that affects EVERY LAST CITIZEN in Cincinnati:
1) 50 pages of sworn, court-ordered testimony have been given by wiretapper Leonard Gates in which he states that he was ordered by an official from the Security Department at Cincinnati Bell to wiretap into the Hamilton County voting machine on election night - AND - told his tap would allow YOUR VOTES to be stolen and altered through electronic fraud; this testimony was made possible by the 1981 Cincinnatus PAC lawsuit against the Hamilton County Board of Elections. The testimony was admitted by Judge Richard Niehaus.
2) The news media has never adequately reported Judge Niehaus' 1985 ruling - in that same Cincinnatus lawsuit against the Board of Elections - that our local vote-counting computers did not have "adequate safeguards" against computer fraud. Have you ever even heard of this astounding decision?
3) The news media is especially frantic to hide from you the fact that the CINCINNATUS Political Action Committee has been - alone - fighting the leadership of the Republic and Democratic Parties AND the news media for the last eight years to try to bring this story to the public and make sure YOUR VOTE counts in the way you actually vote. Right now your vote can be easily stolen by computer fraud. (The Cincinnatus PAC is an alliance of grassroots registered Republicans, Democrats, and Independents working to break the stranglehold that certain elite power-brokers have on local Republican Headquarters, local Democratic Headquarters, and the local news media.)
CINCINNATUS PAC BREAKS WIRETAP STORY; NEWS MEDIA PRETENDS TO COVER IT WHILE FOCUSING ON TRIVIAL ISSUES AND COVERING UP THE REAL STORY.
It was the Cincinnatus PAC television commercial run in late October 1986 which broke the wiretapping story to the public. The one minute political commercial endorsing Cincinnatus candidate James J. Condit Jr. gave a public platform for the first time to wiretappers Leonard Gates and Robert Draise - and this set the stage for the only televisin report ever on this crucial aspect of the wiretapping story. Nick Clooney - when at Channel 12 - with Mary Krutko reporting - featured this unique television report in late October 1987 on the vote fraud aspect of the wiretapping story. This report ran on the same night as the Cincinnatus commercial and in a sense centered around the Cincinnatus commercial. AGAIN - this was the only television report ever aired on the vote fraud aspect - and then the news media censorship curtain came down.
The pervasiveness of the cover-up, the refusal to investigate, the willingness to protect a system that can steal your vote - all point to the conclusions that the OWNERS of the stations and newspapers GAG the few reporters who want to bring you the story and install anchormen who will cooperate in the COVER-UP of sensitive stories which embarrass the local "establishment."
Many reporters are knowingly in on the COVER-UP (see below). Yet the CINCINNATUS PAC battles on against all odds to bring this story to the public and SOLVE THE PROBLEM by eventually causing voting machines to be installed that cannot be manipulated by electronic computer fraud to STEAL YOUR VOTE.
SOME DETAILS OF THE LOCAL MEDIA COVER-UP
Let's name some names in this cover-up: Pat Minarcin at Channel 9 was consciously covering up this vote fraud aspect - never mentioned it once in all his wiretapping reports; he had been informed - in a face to face meeting with Cincinnatus leaders - about al the details of the vote fraud testimony BEFORE any of Channel 9's reports on wiretapping ever aired.
Jerry Springer at Channel 5 was informed of the vote-fraud aspect by a phone conversation with a Cincinnatus representative - and has never mentioned it once.
Howard Ain (so-called trouble shooter) and Deborah Dixon at Channel 12 have been personally briefed in face to face meetings by Cincinnatus representatives - yet they also refuse to investigate.
The Cincinnati Post ran one excellent story by reporter Randy Ludlow the day after the Cincinnatus commercial ran, and then refused to investigate further.
The Enquirer has not even done that well.
Cincinnatus candidate for City Council James J. Condit Jr. directly challenged the top news staffs at the Post and the Enquirer to bring this story to the public during the candidate interviews of October 1987. Dead Silence continues. After an initial round of talk shows, Director of the Cincinnatus PAC, James J. Condit Jr., is now effectively banned from the local radio talk shows.
In contrast, talk show hosts in Detroit, New York City, Washington D.C. and Miami, Florida have carried Condit in introductory AND follow-up shows on the voter fraud-wiretap story in Cincinnati.
All of the local media and City Councilmen received a registered letter in 1988 explaining all the details to the computer vote-fraud issue. To date, only Councilman John Mirlisena has publicly acknowledged (over WCKY radio) that there is a problem worth investigating.
SUSPICIOUS RESULTS
Remember in 1987 when Jim Cissell was winning all night and then Bobbie Sterne JUMPED AHEAD of him at the last minute to win? This isn't the first time this has happened! Twenty thousand Cincinnatus PAC pamphlets were distributed on the last weekend before the 1987 council election predicting that Sterne would edge out Cissell in the last few batches of ballots. HOW MANY TIMES HAS THE PUBLIC VOTED ONE CANDIDATE OUT OF OFFICE - only to have silent computer fraud "elect" that candidate into office anyway?
Also in 1987, the school tax levy was losing by landslide proportions with 50% of the vote counted. However, by the end of the vote tabulating, the school levy passed by 157 or so votes out of 100,000 votes cast! How many times has the public voted tax levies down - only to have silent computer fraud make the tax levy "pass"?
YOUR VOTE IS UP FOR GRABS UNDER CURRENT METHOD OF COUNTING
In October, 1988 Dan Rather did a report on CBS evening news. Part of that report featured a computer expert from Princeton University named Strauss who stated: When it comes to computerized elections "it isn't that our doors don't have any locks, it's that our house doesn't have any doors."!!!
The NEW YORKER magazine (Nov. 1988) ran the feature story on the computer vote fraud - confirming the Cincinnatus position.
The local officers of Patterson Strategy newsletters have located an invaluable U.S. Government Report stating that computer elections are vulnerable to massive fraud from many angles - confirming what wiretapper Mr. Leonard Gates stated in his sworn testimony on this subject.
Much, much more documentation could be added to these two items if space allowed.
THE ANSWER - SOLUTION:
An inventor from Reading, Ohio - Mr. Paul Ernst - has brought to the attention of the Cininnatus PAC his invention of a mechanical voting machine that would give unofficial results FASTER than the present computer system - AND - more importantly - his system would make centralized electronic fraud IMPOSSIBLE.
There are several other factors that make Mr. Ernst's invention perhaps the SAFEST voting machine ever invented. The Secretary of State of Ohio - Sherrod Brown - REFUSES to allow Mr. Ernst the opportunity to offer his voting machine to the Boards of Elections around the State of Ohio.
The question arises: WHY ARE ALL THE PROFESSIONAL POLITICOS and MEDIA MASTERS so eager to keep a vote-counting system that can easily be manipulated to steal your vote?
