Title: To require all persons in the United States between the ages of 18 and 42 to perform national service, either as a member of the uniformed services or in civilian service in furtherance of the national defense and homeland security, to authorize the induction of persons in the uniformed services during wartime to meet end-strength requirements of the uniformed services, to amend the Internal Revenue Code of 1986 to make permanent the favorable treatment afforded combat pay under the earned income tax credit, and for other purposes.

It was a devil's advocate thing. Rangel was making a point that rich senators and congressmen didn't have their kids serve, and neither did any person who didn't volunteer.

He knew it wold never pass and he never intended it too (although Rangel is a decorated hero unlike the chicken spit Bush people).

He is bringing it back again to force a vote (and it not passing). Last thing he wants is a draft. He wants us out of Iraq. He doesn't like unfair minority percentages

Rangel has been promoting a draft in order to bring attention to the disparity of suffering by the few military families in America.

An increasing percentage of recruits are "green card soldiers".
