U.S. Sends Observers to Ukraine for Vote

WASHINGTON - The United States will send 100 observers to Ukraine for this month's scheduled presidential election, a rerun of voting that Ukraine's top court had found illegitimate.
The U.S. observers will be part of a 960-member team fielded by the Organization for Security and Cooperation (news - web sites) in Europe for the Dec. 26 vote. The United States will also spend $3 million toward election monitoring, State Department spokesman Adam Ereli said Wednesday.
The Americans "will be part of a broader OSCE (news - web sites) observer mission whose objective will be to see that abuses don't take place, and if abuses do take place, to have eyes on what happens," Ereli said.
Ukraine's parliament approved electoral and constitutional changes Wednesday in the latest fallout from a disputed presidential runoff election on Nov. 21.
"The way the United States views this is a victory for the people of Ukraine," Ereli said. "They, through their institutions, according to their laws, helped resolve an electoral crisis and put the country on a path towards responding to the will of the people ... in what we hope and expect will be freely conducted elections."
The court-ordered revote will again match the pro-Russian prime minister, Viktor Yanukovych, against the West-leaning former prime minister, Viktor Yushchenko.
Russia enthusiastically supported Yanukovych's candidacy and reacted angrily to OSCE charges that the first vote was rigged to favor Yanukovych. The OSCE had 500 monitors in Ukraine for that earlier vote.
