16 year old males should be encouraged to have a reversible vasectomy performed upon themselves, which could then be reversed when they and their significant other/chosen mothers of their children prove they are mentally, physically and financially able to care for them.

If any group or individual complains about this method of reducing the frequency of abortion, they would have to prove they have standing to interfere by showing that they have taken in as adopted or fostered otherwise orphaned children and have made provisions for these kids until they are at least 18.
